I.  Projects are detrimental to national defence, national security and public interests.

• Production, process drugs of addiction.
• Investment in investigation services into the secrecy or infringement of State rights, or of the rights and legitimate interests of organizations and individuals.
• Investment in private detective, investigation.

 II. Projects are detrimental to places of historical interests, culture, morality and custom of Vietnam.

• Investment in construction within places of national historical and cultural interests, projects causing negative effects on architecture and landscape of national historical and cultural interests.
•  Production of pornographic products, products serving superstitious purposes/
• Production of games and toys which are harmful to the personal development and health of children or to the security, order and safety of society.
• Organization of prostitution, trafficking in women and children.
• Asexual reproduction.

III. Projects are detrimental to public health and destroy natural resources and environment.

• Production of chemical materials in Table 1 (According to International Treaty).
• Production of veterinary medicine and plant protection agents which are prohibited or not yet permitted to be used in Vietnam.
• Production of medicine for human use, vaccine, biological health product, cosmetic, chemicals and products for the extermination of insects and bacteria which are not yet permitted to be used in Vietnam.

IV.  Projects relating to treatment of toxic waste matter from abroad to Vietnam, production of toxic chemicals or use of toxic materials which are prohibited under international treaties.

• Projects relating to treatment of toxic waste matter from abroad to Vietnam, production of toxic chemicals or use of toxic materials which are prohibited according to international treaties of which Vietnam is a member.
